WIC Nutrition Manager for Innovative Multnomah County, Oregon

Acumen Executive Search is again partnering with Multnomah County’s Health Department to find their next WIC Nutrition Manager. The County’s Health Department is the largest Public Health organization in Oregon and is considered a model for their groundbreaking and progressive policy work nationally. The Nutrition Programs work with communities to advance nutritional health equity, protect the most vulnerable, and promote health and wellness for everyone.

As the WIC Nutrition Manager, your role will involve managing and supervising the WIC (Women, Infants, and Children) and nutritional programs for the County.

Salary Range: $82,000 - $123,000. The County also offers a highly attractive compensation package: pension (PERS), paid healthcare, and generous paid time off.

Location: Gladys McCoy Building (619 NW 6th Avenue. 97209 Portland, OR). Telework and work within clinics as agreed to by direct supervisor.

Position Overview:
The Nutrition Programs for Multnomah County Public Health Division (PHD) and Health Department promote its Mission, Vision, and Values through an integrated set of services, programs, policy work, and systems related to nutritional health. The Nutrition Programs work with communities to advance nutritional health equity, protect the most vulnerable, and promote health and wellness for everyone. The Nutrition Programs focus on the vulnerable periods for nutritional health and center both community knowledge and best practice in nutrition science and feeding practices. These Public Health programs have a broad reach, helping tens of thousands of Multnomah County residents to nurture the health and resilience of all. The Nutrition Programs Manager leads the unit with a strong focus on Racial Equity, Integrity, Empowerment, Compassion, Care, and Connections. Because many Nutrition Programs clients receive services in other Health Department programs, this position must be active in building integrated opportunities for the clients with the Department, County services, and the community.

The current (FY21) Nutrition Programs have an annual budget of approximately 5.8 million; programs serve about 23,000 participants yearly, with 53 regular professional and paraprofessional staff, six management-level staff members, ten on-call staff, and up to 10 interns per year. In the quickly changing environment of Public Health Nutrition, this position is also responsible for analyzing and anticipating a significant change in the County, State, and Federal nutrition environments, adapting the Public Health Dept. Nutrition Programs to the changing landscape; and ensuring those changes are planned and executed with an equity lens and to the highest standards of nutrition practice.

The Manager sets the direction and strategies and manages the managers who execute the strategic recommendations for the various programs within the Nutrition Programs area. The Nutrition Programs manager works through the programs’ teams to plan, organize, coordinate, and evaluate the Nutrition Programs. The program is a mixed in-person and remote services model, with stand-alone clinics embedded in community partner organizations and within Health/Medical clinics. The Nutrition Programs are essential services that the Manager is expected to adapt, align, and maintain in times of Public Health crisis. The Program Manager is responsible for leading the Nutrition Leadership team and providing context for the work of the nutrition programs.

The position ensures that the objectives are met and work is successfully planned and executed by exercising direct supervision over clinical, technical, healthcare, operations, and supervisory personnel and by exercising indirect care through the leadership staff. Creates a work culture of respect, trust, and understanding for the highly diverse populations the Health Department serves in the office and the community. Every employee is responsible for promptly bringing to the County's attention conduct that interferes with providing a work environment free of illegal discrimination and harassment.

25% - Program Leadership
Responsible for visioning and strategic planning for Nutrition Programs, including setting long and short-term goals and communicating them to the leadership team, partners, and staff. With Nutrition Program leaders, establish objectives and methods for meeting goals, grant requirements, and service delivery objectives in quality and quantity. Identify and plan significant revisions and redesigns of the Nutrition Programs in response to resource changes, County or State Federal or nutritional healthcare regulatory shifts, natural or other disasters, etc. Focus on strategic partnerships to center the communities most at nutritional risk (due to racism, poverty, healthcare access, and inequities grounded in housing, transportation, and economic access). Develop, define, and conceptualize new enterprises or joint ventures among various agencies to create innovative or more effective services. Ensure compliance with all Federal, State, and local rules and regulations that govern the multiple programs. Ensure that the standard programmatic reports and special requests are prepared, including ensuring data and evaluation systems are planned, developed as needed, and maintained for responsiveness and usefulness. Take responsibility for identifying and mastering a high level of knowledge and best practices in management, leadership, fiscal, organizational development, and public health nutrition. Engage in training, coaching, and learning to keep current and skilled in the changing professional landscape.

25% - Program and Community Liaison
Ensure the Nutrition Programs’ community involvement is strategically planned and coordinated with the Public Health Division (PHD) and Multnomah County Health Department (MCHD) plans and goals. Support community initiatives, processes, and committees that directly influence Nutrition Programs’ families; develop new programs to extend and coordinate partnership services in the community. Prioritize MCHD and community partnerships to achieve collective action on nutrition strategies that impact eligible families of the Nutrition Programs. Participate in national and state dialogue on the Public Health Nutrition models to advance equitable nutrition work and improve nutrition-related health conditions. Innovate partnerships with community-based and professional entities to increase relevant nutrition services, support, and knowledge. Seek opportunities to partner with academic institutions to advance innovative nutrition research, policies, education, service, and training that impact families and environments.

20% - Human Resources and Developing Leaders
Develop Nutrition Programs’ leadership team with strategic focuses, supervise high-level leaders, and provide appropriate support to develop and maintain leadership skills, knowledge, training, and healthy group dynamics. Support the management of the 4-6 Women, Infants, and Children (WIC) clinic locations and work units, the Breastfeeding services unit, and the Operations unit. Manage and participate in the recruitment, hiring, training, coaching, and retention of program staff in the current County environment. Evaluate and monitor the job performance of Program Supervisors and Operations Administrator and provide ongoing performance feedback. Actively identify opportunities for staff development in public health practice through internal and external opportunities.

10% - Fiscal
Responsible for strategic planning for budgeting, fiscal compliance, funding, and other resource development. Prepare the final yearly budget with the Fiscal team. Manage multiple funding lines, including State, Federal, CCO, and County general funds. Anticipate changing programs’ needs and make budgetary adjustments accordingly. Ensure that the programs adhere to all fiscal rules and requirements in practice. Train Nutrition Programs’ leadership on budget principles and practices and delegate fiscal activities as appropriate. Cultivate shared projects and programs with innovative funding with other internal and external partners. The Nutrition Programs’ budgets are developed and managed separately by the department and division.

10% - Diversity and Equity
Cultivate equity understanding and practice within the Nutrition Programs staff and procedures. Oversee development of internal Racial Equity committees and their activities, lead Nutrition Programs’ participation in PHD Equity in Action and similar groups. Provide leadership and resources to adequately provide culturally specific and relevant Nutrition Programs, including by building a diverse staff with Knowledge, Skills, and Abilities (KSAs) and specialized training and life experience in nutrition and community nutrition practices. The Manager is expected to manage a diverse workforce and support the Leadership to manage the staff successfully. They must lead the unit in visioning and implementing the Workforce Equity Strategic Plan. Participate in their growth and development in equity (e.g., Employee Resource Groups (ERGs), Antiracist Leadership, ongoing professional development, and service).

10% - Represent Nutrition Programs
Respond to requests and outreach from Multnomah County leaders and State Oregon Health Authority (OHA) leaders to participate as a subject matter expert, Nutrition Programs expert, or cooperative professional. Participate on leadership committees and workgroups when such participation promotes the goals of MCHD/PHD or the Nutrition Programs.
